Non-VIP should refrain from participating in guild wars. The guild reward was being sent to the Guild Leader, so any non-VIP players can withdraw their reward easily thru ronin. Even newly created ones. I think this is one of the reasons why others exploit the game. There's no requirement needed to join the guild war.
