each land has a puddle we can maybe catch fish on (not always and we need to look on more lands to see the shadow) and water lands have frozen fish and space land have black transparent high depth fish
we need higher level fishing to catch the water and space fish - at lv 1 we can fish only in tv
ofc landowners get tax from fish we get but we cant spam fish

It could be that you catch different types of fish (on each type of land) and then burn the token (aka $berry) to collect it or you have to release it. Once you have a set of a certain rarity you get a cosmetic. There are four rarities. The surplus fish can be made into food (grilled/smoked on BBQ) for energy or sold on the market. As long as the energy to get the fish is slightly higher than the fish give for eating it is is a good game loop as people pursue rare cosmetics while burning $berry and spending energy.

Give a sense of game progression to catch rarer fish:
Fishing gear affects odds of catching. Start with the net for everyone and get commons. Complete commons and get a fancy rod. Complete rares and get hip waders. And so-on. People like to complete sets and have rare stuff. And they love to gamble, fishing does it all.

Land owner would have to do something to "stock" the puddle with fish. There would be a limited supply of fish and that would get people fishing on many lands. I think that will be the general philosophy of Chapter 2, so fishing could be a mechanism to experiment with before Chapter 2 is released and a way to get the community to understand the new resource economy mechanics.
